eSanté-CARA

Overview

The objective of the CARA project is to set up a National Electronic Medical Record for each patient, which will contain the radiological history with the reports and pictures, following the article 10 of the 'règlement grand-ducal du 16 mars 2001' on the sanitary radioprotection of people against X-rays dangers.

Actors of the project

1. The doctors (general practitioners / specialists)

  • Consult the radiological history of the patient with the reports and the radiological images
  • Realize prescriptions of radiological examinations directly in the system

2. The establishments of health, notably the services of imaging (radiology, nuclear medicine)

  • Receive electronic prescriptions created by the doctors

3. The Direction of the Health

  • Access to an anonymous database dedicated to the statistics

4. The Patients

  • will have the right and the possibility if they wish it to restrict the access to their electronic radiological record and even not to authorize the creation

Objectives

  • Facilitate the radioprotection of the patient by obtaining a maximum of clinical information with a minimum of irradiation ;
  • Reduce the costs by a decrease of the redundancy of the radiological acts ;
  • Establish a concept which will be reusable on similar projects: mode of collection of the information ; modalities of access to the patient index ; anonymisation of the data ; supply of a database for statistical purposes.

Description

A first project launched in 2005 has established throughout a pilot application the feasibility of exchanging data from RIS with medical software and the feasibility of a catalog of radiology exams based on an international recognized nomenclature.

The scope of new eSanté-CARA is to implement

  • A standardized detailed catalog (codes, terminology, organization) for radiology exams
  • A patient history with results (reports, images illustrating the diagnose) of the exam integrating patient consent for accessing the data
  • Producing anonymised / pseudonymised data for statistics and research
  • Inserting data from RIS/PACS
  • Consulting of the history from medical software

Realization will be done progressively.

Besides other more conceptual works will concentrate on:

  • Elaborating a definition and selection procedure for images illustrating diagnoses and other relevant images needed for second consultation
  • Defining the content and structure of the prescription for implementing electronic prescription later on
  • Defining the content and structure of the report for implementing electronic reporting and the structure of patient history
  • Concept for archiving images and reports

eSanté-CARA and eSanté-LABO will be build on a common interim platform offering common services for both data: patient history, prescriber folder, patient consent, security, infrastructure with common identity and usermanagement, Single-sign on authentication to the platform
