eSanté-LABO

Overview

An application is currently in use in the health care sector for exchanging in a secure way laboratory analysis results between laboratories and prescriber's.

The project has started in 1999 and the application is used since 2003 inside the luxembourgish secure network for the health-care sector HealthNet.

eSanté-LABO

Data are exchanged surely by using a PKI (public, private keys). Data is encrypted by the public key of the prescriber so that only he can decrypt the data with his private key.

Meanwhile the users, laboratories and prescriber's, have expressed new requirements for exchanging and sharing laboratories data. They want to have a record by patient with all laboratory data in order to access old but relevant data, allowing as well comparisons of different data. This will be achieved throughout the realization of a patient history.

Therefore a review of the current application will be needed. Together with the results coming from eSanté-CARA project, the new application will prefigure the future electronic patient record.

  • Facilitating access to old but still relevant laboratory results
  • Help to reduce the numbers of exams
  • Integrate all the laboratories of the country in a national approach

Description

The main points of the reworked application are:

  • Patient history with laboratory results in order to have access as well to older results, to allow comparison of data of different moments in time and to share data between doctors.
  • Web access and access for medical software to data.
  • To allow comparison of data of different moments in time coming eventually from different sources, it is necessary that all laboratories use a common catalog of analysis (codification, terminology, encoding rules, reference values). Such a catalog will be build based on international widely accepted codification Logical Observation Identifiers Names and Codes (LOINC®).
  • All laboratories will be motivated to participate in the project.
  • Using the official PKI of Luxembourg, Luxtrust, as certification authority. Luxtrust certificates will be used for authentication and electronic signature.
  • Improving the current exchange of data by adding automatic electronic feedback when results file are delivered on the server, automatic alert to the prescriber when new data is available, automatic feedback to the laboratory when the data was retrieved.
  • The laboratory data history and the improved exchange module will be based on the same interim platform than the eSanté-CARA history. The platform will offer common services for both data: patient history, prescriber folder, patient consent, security, infrastructure with common identity and usermanagement, Single-sign on authentication to the platform.
