At the end of 2006, the government had adopted a national ehealth plan, elaborated by an working group with the stakeholders of the health sector. The action plan recommends the realization of a telematic platform with different applications to favor exchanging and sharing of health related data. It insists on the necessary governance of such an investment process and the necessity to establish a sustainable business model for the platform.
Different projects have been started so far.
eSanté-CARA: electronic Exchange of radiology reports and images
eSanté-LABO: renewal of the current application in order to favor electronic exchange and sharing of laboratory analysis results
These two projects will lead to an interim platform to cover short term needs expressed by the health-care sector.
In parallel a major study has been launched, eSanté-EFES, in order to prepare the final platform infrastructure and its applications which will be deployed in medium term.
CRP Henri Tudor is collaborating to all these projects.

The objectives of the ehealth program are:
Contribute to the improvement of the quality and the performance of health care, in particular by a better availability of the data relative to the health of citizens;
Help to contain the evolution of the health expenses, in particular by making superfluous redundant examinations and analyzes, thanks to a better exchange or a sharing of data health between professionals of health;
Promote a better education to the health and promote the transparency on the costs of the services and alternate treatment, by giving the necessary information to citizens and to health professionals;
Insure the interoperability of the Luxembourg health system with those of other European countries to guarantee a better care of mobile patients and to facilitate the mutual exchange of medical expertise.
The governance is organized on different levels:
Program committee: political and strategic decision and global coordination (Government, CNS)
National eHealth council: Stakeholders advising the program committee
eHealth team: operational decisions and coordination
Working groups: expert from the sector and CR Santec defining potential solutions for technical and semantic interoperability issues
Interoperability commission: Stakeholders and eHealth team validating proposal coming from working groups
Classical project organisation: steering, operationnal level, experts,….
The eSanté team was member of the european network CALLIOPE (CALL for InterOPErability) to contribute to the debate and benefit of the eHealth best practice exchange.
